Direct registration

You are concerned by the he procedure of direct registration if you belong to one of these categories :
you have already registered in a French university ;
you want to join a 2nd or 3rd cycle or to follow a program in the research laboratory of an university ;
you want to join a preparatory class to Grande Ecoles or an establishment recruiting on competitive exams, with a jury of admittance or on titles (grande école, IUT, etc.) ;
you are a holder of the French high school diploma (or of a French diploma allowed in exemption by a national rule), of the French-German high school diploma, the European high school diploma or the French baccalauréat international option ;
you want to join an establishment which is not under the supervision of the Ministery of Education ;
you want to prepare one University Diplomas. Nevertheless, by virtue of their autonomy, universities can, for some of these diplomas, demand the procedure of preliminary admittance ;
your studies enter within the framework of a programme defined by agreement between governments or by an inter-university agreement. In that case, it is this programme which defines the modalities of registration ;
you benefit from a grant from the French government, a foreign government or an international organization, provided that your grant is managed by an approved French organization, notably Cnous (Student's welfare Office at the national level) or AEGIS (ex CIEs : international Center of the students trainees) ;
you are a stateless person or a refugee or you have obtained the agreement of the director of the OFPRA (French Office for the refugees and the stateless persons) if you are an asylum seeker but have not yet obtained this status ;
you are the son or daughter of a diplomat in office in France ;
you are of German nationality and you want to join literature, sciences or human sciences.

Or by virtue of agreement bilateral if you are :
a Luxembourgian pupil and you want to join an university of Strasbourg or Nancy;
a German pupil (except if you want to join medicine, pharmacy or odontology) on condition that you are exempted from the test of linguistic evaluation (see " Registration in the higher education and the knowledge of the French language ");
a student, living in Great Britain, from a French department in a British university, subjected to the obligation to spend one or two terms in France to obtain a British Degree;
a student at Leonardo da Vinci High School in Paris.
If you belong to one of the categories mentioned, you can directly register in the establishment of your choice. The limits and the procedures of registration being very variable, you will be very careful to get precise information - as soon as possible - as early as the first term of the year preceding your studies in France - from the establishment, which will indicate you its specific modalities of admittance (file, competitions, granted equivalencies of diplomas…) and the procedure.


The holders of a French high school diploma (baccalauréat) obtained abroad

A simplified procedure was set up for the holders of a Baccalauréat obtained in a French secondary school abroad, who want to integrate a superior educational establishment into France. A specific file (a blue file) is at their disposal (also available on the Net : www.education.gouv.fr/prat/formul/default.htm) which they should return before the end of February directly to Cnous. 6, rue Jean Calvin, BP 49, 75522 Paris cedex 5).
Every candidate can choose between two different academies (the three academies of the Paris region being considered as one), between three universities among which two in the first academy and between two different disciplines. Besides the candidates do not have anymore to show bi-annual school reports, which will avoid any temptation of selection between the candidates when a " refusal of registration from the university can not be motivated by an appreciation on the level of the candidate ".

University registration : If you hold a diploma of 1st, 2nd or 3rd cycle of the higher education in your country, you do not have to submit yourselves, to the procedure of specific preliminary admittance in 1st cycle.
In that case, please, you will directly apply to the university to know about the procedure permitting to set the equivalence of your current diplomas or your years of studies justifying the registration wanted. Certain universities, beyond the problem of equivalence of the foreign diplomas, organize a test of level or orientation.


Multiple registration in 2nd cycle

The candidates for a registration in 2nd cycle are advised to apply to several universities. Be careful : a refusal of registration in 2nd cycle never entitles you to join 1st cycle automatically.
The ministry of the higher education recommends so the candidates who are not positive about their registration in 2nd cycle (for a problem of equivalence of diploma, for example) to make in parallel, a demand of preliminary admittance for the 1st cycle (in the first days of the procedure, as early as December of the year preceding the studies, see below).

For the 3rd cycle, it is the person responsible for the DEA or for the doctorate which has the power concerning registration. The best is so to make an appointment with this person to show him/her your diplomas and defend personally your research project. If you have no possibility of coming to France to make this step (which is the case for most foreign students), please, write him/her a letter. You will obtain the list of the trainings programs in 3rd cycle (titles by diplomas, names of the persons responsible and contents of the courses) with the information department and with the orientation services of the university.


Equivalence of diplomas

The fact that you are not subjected to the procedure of preliminary admittance does not mean that you can enter a university without any restriction. The request for equivalent rating (sometimes called exemption of title) concerns the students who do not have the diploma required for an automatic registration and, in particular, the foreign diplomas. It allows to estimate to which number of years of French higher education correspond the studies you followed in your own country. It generally must place before the registration and diplomas should be
translated into France by an agreed translator. As far as national equivalent ratings have disappeared for long, every university defines its own requirements on the proposition of an educational committee. It means that, for the same diploma, two universities can accept registrations for different levels of studies.
Unfortunately, these disparities sometimes hide unfair selection, on criteria that have nothing to do with the value of the diploma (for example, accommodation facilities ).
Let's add to this that an equivalence is granted for one year only and students are not exempted from the title.
And to work ?
A foreigner who wants to work in France should inquire on a possible professional recognition of his foreign diploma, who can vary according to the regulation inside the profession. To inquire or to try to obtain a level certificate, apply to the international relations and the cooperation Delegation (DRIC, bureau B3, 110, rue de Grenelle, 75007 Paris. Tel. : 01 55 55 65 90). they will give you information about the NARIC of the academy.

Registration in the other types of schools : There are very few schools which will accept you just on your diploma. Most, whether State or private establishments, use a whole range of recruitment procedures (file, interviews, exams, competitive exams). The degree of selectivity varies considerably from one school to an other : the selectivity is high to enter grandes écoles or preparatory classes, it is a little lower, for example, for the IUTs.

In any case, you should inquire about modalities of registration and admission and directly ask the school you have chosen for a registration. The time limits for the registrations spread out generally from February to September. However it is always better to launch the procedure as soon as possible (from the end of the first quarter (autumn term) exactly as for the procedure of preliminary admission) because certain establishments are very quickly full.

If no establishment has accepted you and if you want to start a first year of university 1st cycle, you will have to submit yourselves to the procedure of preliminary admission. As this procedure starts in December of the year preceding your coming to France, you'd better have considered this solution from the beginning.
