Ask an association, a student union or any competent organization, to know about your rights and duties or if you have any doubt on your situation. You will find the addresses of the best known associations in our Address book at the end by the guide.

Ask them for some advice forming an appeal with an administration or a judicial authority, but also if you are summoned by the prefecture : they will help you to verify if your request is justifiable and to formulate the most relevant argumentation.

Please, never give money to anybody proposing to help and advise you. Only apply to recognized associations. Some will ask you for a moderate associative subscription and sometimes for the file fees to resolve a specific problem. But most propose a free legal assistance.

If you need the services of a lawyer, please, inquire first of all on the fees he will charge you with and his ethical and professional quality. The best to know it is to ask the recognized associations which have " already tried " the skill of certain lawyers, specialized in the legislation of the foreigners.

Follow the evolution of the laws on the stay of the foreigners in France, but also the changes of practices of the prefectorial services, which reflect very often the recent ministerial circulars. Unfortunately, there is sometimes a gap, between the law and its implementation.

 

Inter - Service - Migrants - Translation - Information (ISM-TI)
A whole set of services to improve the communication between the French and the foreigners.

Introduction
ISM-TI is an association created in 1982 under the 1901 law. Its main object to ease the communication and the meeting between the French people and foreigners living in France. It is an organization specialized in the translation of documents necessary to the daily life foreigners in France.
ISM-TI will help you in your problems, to find the competent services. Their friendly reception and their seriousness is one of their assets. The ISM-TI people will take time to listen to you, to explain you, to inform you. They see to it that you do not feel abandoned and try to give you, quickly and with a smile, the answer you need.

Translation, information
The translations are approved by the Ministries of Employment, of the Interior, of Justice and the Foreign affairs, the Direction of the population and the migrations. The Foreign Ministry legalizes the signature affixed on the stamp of the ISM-TI translations that are used abroad. If you do not have any ISM-TI near your place of residence, we recommend you to go to your city hall to obtain the list of the translators - interpreters approved by the Court of Appeal
ISM-TI is also :

The GISTI (Group of information and Support to the immigrants) to know about your rights and defend them

The GISTI is an association (approved by the Foundation of France) set up in 1972 from the meeting of social workers, the associative activists in regular contact with foreign populations and jurists. It tries hard to meet, when ti comes to your rights, to the needs of the immigrants and the associations which support them. It publishes and analyzes a big number of texts, in particular those that are not made public by the administration. It supports numerous individual appeals in front of the courts, including the Committee and the European Court of Human Rights.
All these interventions leans on the legal existence of an advice center by telephone and by mail (no office duty) : The phone service takes place from Monday till Friday between 15 o'clock and 18 o'clock. A single number : 01 43 14 60 66 which is very often saturated. We advise you rather to send a clear and precise mail accompanied, if need be, with the photocopy of documents necessary for the understanding of your situation. It will be examined by a voluntary jurist and a delay of answer is necessary : about two weeks. Those who need to meet a jurist will meet him for free.
You can consult the list of the numerous books published by the GISTI on its Web site. In September, 2000, the GISTI published an legal exercise book : The rights of the foreign students in France which reviews in a precise way all the legal aspects concerning the students : formalities of registrations, entrance, stay, professional activity during the studies, the change of status, the access to the French nationality. This exercise book indicates the appeals to lead in case of problem and the useful addresses to defend one's rights. It gathers in appendix the main part of the legislative and statutory texts which define the rights of the foreign students in France. It can be bought on the spot for 11,43 euros or messenger by mail for 2,13 euros of postal charges.
