Different types of housing
Residence halls : The Crous is necessary to find a place to
live. It looks with the student for the best solution according
to his request and his needs. Flats approved by the Crous are reserved
first and foremost for the students whose incomes are modest. The
word " place of residence " seems to be very pompous when one knows
that it is on three or four floors lines of nine-meter rooms (possibility
of double room) with kitchen, shower and common toilet. In return
the rent is generally low, the neighbours are nice, sheets are supplied
and the chores are done. Places of residence are also provided with
a conference room and with a recreation room.
Admission requirements in residence halls
The admission is accepted by the director of the Crous after the
opinion of the joint commission, according to certain criteria (notably
conditions of resources). Add to this that, among the foreign students,
the priority is given to the grant holders of the French government,
then to the grant holders of the foreign governments, and, in the
last resort, to the not the students without grant.
The applicants will have to be registered in a university or an
establishment giving access to the regime of the Social Security.
The admission must be renewed every year.
Admission request
For an admission request, it is necessary to withdraw a student
social file (DSE) with The Crous or the university from February
1st and to deposit it before April 30, for the following academic
year. In Paris region, the file is obtained by Minitel between mid-January
and end of April. A social book of the future student, available
at the Crous of the three academies of the region, describes the
conditions of allocation and explains the procedure :

For the request from the country of origin, it is advised to get
in touch with the Crous from December of the previous academic year.
In that case, do not forget to join to your written demand an envelope
big size (26 X 30 cm), drawn up in your name and accompanied with
international answers coupons for the freight costs.

The Student Social File (DSE)
The student social file, defined in 1991, gave
the Crous the management of the whole assistance mechanism of
the ministry of the higher education, through the DSE. This
unique file allows to make the simultaneous request of flat
in hall of residence and\or grant of higher education on social
criterion (about this special grant see below the chapter "
Get more money "). The DSE allows a simplified access to all
the assistance possibilities of the State and guarantees a homogenization
of the criteria for the helps.

Tariffs
The current prices vary according to the region. On average it is
necessary to spend between 110 and 145 euros a month for a room managed
by the Crous and from 270 to 370 euros a month for a room not managed
by this organisation. Don't be surprised if one asks you for several
guarantees from a third person. To obtain the list of residence halls
apply to the Crous of the region chosen (see Address book : Crous).
Halls : You may be sick at the
idea of living in the solitude and may so opt for the halls with
their domestic character. Your life of roisterer or lady killer
is going to take a blow. Life in community implies rules which can
turn out rather strict, but which, as matter of fact, aim at the
peace of mind of all the people living there. Even if the modalities
vary from one hall to the other, one hour to come back is often
set (midnight not to be transformed into a pumpkin !). You will
obtain the list of halls with the Crous or with the CIJ of your
university town (see the Address book).
It's the same for the meals. The visits are regulated (no prince
charming or numb lover climbing the drainpipe) and noise is not
tolerated, especially after 22 hours.
Registration
Request crowd each year for places in halls because these
establishments are not always reserved for the students (good means
to meet people of different social classes). It is necessary to
begin the steps from June preceding the academic year. After examination
of your file (please, supply the same information as for places
of residence), you will receive a definitive answer at the beginning
of September.
Tariffs
Rates vary and are higher than in residence halls. They
often depend on the comfort, on the reputation, on the geographic
place of the hall, the supply (simple or double room with breakfast
or American plan). The monthly price is situated between 150 and
600 euros for a simple room.
The International City of Paris (CIUP)
: Unique in France, this " city in the city "
made up of 37 houses the architecture of which is faithful to the
country or to the region represented, is situated in a wooded park
of 40 hectares. A whole set of equipments, of infrastructures, of
services, is available to facilitate the life of the students :
restaurants, theaters, cinemas, music, etc. Real paradise, this
town will allow you to meet students of the whole world. Only problem
: transports between the university and this universe closed without
taking advantage of enjoyments of the capital city.
Request for admission
Difficult to obtain a place in this paradise. Only the students
under 23 with at least a university level of 2nd cycle and being
registered in a superior educational establishment (school or university)
of academies of Paris, Créteil or Versailles, can apply.
The admissions are renewable every year and the maximum duration
of the stay is of three years. Besides, the City also welcomes residents
trainees and post-PhD residents, under certain conditions.
Resident trainees :
have exercised a professional activity of at least two years ;
follow a training necessary for the evolution of one's career or
be registered in a 3rd cycle connected to the professional activity
;
the stay should be of at least three months and of two years maximum.
Post-PhD residents :
be titular of a PhD ;
have a post-PhD project ;
not carry on any professional activity ;
the stay should be of at least three months and of two years maximum.
Registration
The candidates, whose nationality is represented by a house,
should apply to these houses to fill out an application form. The
other candidates apply to the admission service of the national
foundation : 19, boulevard Jourdan, 75690 Paris cedex 14. Phone
: 01 44 16 64 00. You can withdraw your file from April 1st till
the end of May, all year long for the trainees and post-doctorants.
Tariffs
The prices differ from a house to another ? Count between
200 and 400 euros a month if you are a student and between 350 and
580 euros a month if you are a trainee or post-PhD. There are also
double rooms.
Account
A relay with the multiple competence
Marie Haeussler (assistant reception) and Laurent Maillot (manager
of student life spaces) in the international social Relay of the
University International City of Paris (CIUP).
" The Relay is a young structure set up because of the need
of the foreign students, arriving in France, to find a service of
reception and orientation. In this service, they meet competent
persons to solve their problems linked) in particular with the residence
permit, a help for housing, etc. The Relay comes to complete all
the services proposed inside the University campus. We develop at
present a resource center with specialized works which meets the
particular expectations) of the foreign students. We try to find
together solutions of legal demands, problems linked with the academic
life (preparation of the exams, tests, methods of work, 3rd cycle
research, etc.). What is innovative in the Relay it is to be able
to steer the student towards another structure when we are not capable
of giving an answer. Given that there are the other places having
the competence required to satisfy them. We are very attentive to
the concerns of the students in fields as different as social, educational,
administrative
We also make an effort to give them research
tracks when one can not find a solution at once. Our service of
reception is a more or less recent emanation (1999) of the International
City of Paris. Inside this structure we were able to integrate partners
such as the BAPU "Pascal" (Office of university psychological
help), the local Direction of the sanitary and social affairs, the
Social Security Office, the prefecture of Police, the Foundation
health of the students of France, the EMIPS (mobile Team of information
and prevention health). It is important also to remind that we develop
an educational reception which aims at helping for the works of
technique of editorial staff, mastery of the word and the communication
generally. "
Downtown housing :So independent
you are ! You want to feel at ease and live at your own rhythm.
It is so preferable to go in search for a flat (empty or furnished).
The streets of big cities abound in real estate agencies proposing
you numerous rents. Their shop windows are tempting and you should
not hesitate to push the door of one of them. In spite of their
efficiency, you must know that you should pay out a lot of money
to obtain a flat. The regular incomes required are two or three
times the amount of the rent. Besides, the agency demands a pledge,
an amount of a rent beforehand and fees. To find a room in such
conditions seems to depend on a miracle for a foreign student !
Deal directly with the owner will avoid paying certain fees. However,
be careful to make all your steps (see paragraph " rights in
the flat ") when you sign. To find this type of flat, consult
specialized newspapers (examples : De particulier à particulier
each Thursday ; J'annonce, etc.), or ads on the panels of universities.
Another possibility : the Council Houses (House with moderate rent).
It is necessary to send your request to your city hall. The Crous
also manages this type of flats. You must know however that waiting
lists are very long and the eligible very few !
We advise you certain organisations and effective and little expensive
associations. But be fast, because the demand is higher than the
supply.
The Crous
This organisation has developed a service of " flat in city
". It acts as an intermediary between owners and students.
No information will be communicated to you by telephone or by mail.
With your student card, you can consult the offers on the spot.
Generally it is necessary to plan a rent from 230 to 330 euros a
month for a room and from 280 to 460 euros a month for a studio
(see Address book : Crous).

A roof for two

" When you arrive from abroad, one of your priorities is
the flat. My friend and I were a little worried. We did not
intend to return in university residence hall, we wanted a flat
for us. Our budget - rent amounted to about 460 euros/month.
Our first reflex was to go to consult real estate agencies and
to peel ads in the specialized newspapers. A little problem
: agencies are too expensive and the owners prefer to give the
priority to richer persons or sometimes even do not want to
rent to foreigners. In brief, the fear rose.
We lived in a small room and the lease was at its end and the
owner wanted to sell. It was at all costs necessary to leave.
Finally we decided to go to the service flat of the Crous which
puts in touch owners and students. The reception was warm. The
person who received us understood at once our expectations.
With our student card, they) gave us four telephone numbers.
One two-room flat near Buttes-Chaumont interested us particularly.
Seeing that I was wage-earning, the owner gave us good hope.
The only condition : it was absolutely necessary to find a guarantor,
that is a person who pledges, by contract, to take care of the
rent, in case of not payment of our part. Once this person found
I had to raise a sum of money corresponding to three months
of rent : in the daytime of the signature of the lease and the
inventory of fixtures - a very important step - I had to write
a check about 1 372 euros. Here we are, it has been three months
that we live here. Financially, it is a little bit hard but
it is worth it. Thanks to theCrous, the guarantor and to my
salary, we were able to find our small nest. "

The Point logement étudiant
This structure, managed by students puts in touch owners and tenants.
To have access to the addresses of the owners, you must supply a
photo, pay for a subscription of about 15,24 euros (valid for one
year) and show a student card. In Paris, ads updated regularly,

This private organisation (for a subscription of about 39,64 euros)
communicates you propositions of flats. This structure takes essentially
charge of offers in Ile-de-France (Paris and its suburb). See the

Mutuam Insurance Companies for students
Of an excellent level of comfort and equipment, this new type of
places of residence, generally situated near schools or in city
centers, is opened to all. It is mostly recent, flats furnished
or not, going from the studio in " two-rooms " (T2) in
places of residence with numerous services : cafeteria, laundry,
sporting room, TV room, parking, household, etc. The rents are sharply
higher than in halls of residence managed by the Crous (for a studio
from 20 to 34 m a price between 360 in 550 euros). However practically
all these flats open straight ahead to a help ALS or APL of the
CAF (Social security Office) (see farther). The steps to make and
the conditions of membership are the same as for a classical flat.
The Association for the economic development of student housing
(ADÈLE) gathers different administrators specialized in student
housing in Paris and in provinces and publishes different guides
(guide of the student flat, guide of the cotenancy). The Web site

The students mutual insurance company publishes a guide with lists
of places of residence which it manages throughout France. For more

Cotenancy
In front of the shortage of flats and the very high rents, especially
in Paris region, more and more students dash into cotenancy. Each
has a room in a big apartment or a house and shares kitchen, toilet
and bathroom with the cotenants. If the adventure tempts you, you

Live with a French family :
Grouser the French ? Maybe... maybe not
If you decide to dive
completely into the daily of a French family, the formula "
paying host " appears the most adapted to your expectations.
Several organisations through France propose this formula :
Alliance Française can put students in families which ensure
the breakfast and supper. Rates are variable : about 640 euros/month
for a simple room and about 533,57 euros/month for a room to share.
The applications must be sent two months before the arrival in France
(join two photos and money corresponding to the 1st month).
The Point logement, the Crous, city halls, services of reception
of the foreign students of the university can propose you similar
formulae. Just show a student card. The prices vary according to
the region and the duration of your stay. Often in return of a rent,
the owner can ask you to make some works : chores, baby sitting,
support courses, etc.). A good health is so necessary, but it is
worth it. You benefit from well warm meals, from French courses
non-stop and a domestic environment good for to a fast integration
in the society.
The domestic reception of the young foreigners (AFJE). This organisation
can, for a subscription about 45 euros, get you in touch with French
families living in Paris region. Thanks to the formula " room
against service ", Parisian families offer a room (with or
without dinner) to the students with student Social Security in
exchange for 12 or 18 working hours with the children a week. THE
AFJE also proposes a formula " domestic trainee - help ".

Living at a hotel : This formula,
considering the price of rooms, can be only a short-term temporary
solution. Booklets are at your disposal to the tourism Office of
your place of residence.
Youth hostels (FUAJ) : If you
search for a bed in a nice atmosphere for a few nights. Youth hostels
offer you, if you show a student card FUAJ (about 13 euros for least
than 26 years), a stay of duration limited, for cheap (about 19
euros a night). If you can't sleep with noise, take Quies balls,
because a room can contain six beds
