Grants : a second chance
For those who would not have managed to obtain a grant before their
arrival in France or those who already lived there when they started
higher education, certain number of grants exist.
At first, do not hesitate to make a request - or a second one -
with the authorities granting grants in your country of origin (grants
of the French Foreign Ministry or the government of your country).
For more details, refer to the first part of this guide (chapter
" The project of financing of the stay in France "). Think of it,
especially if you are to start the 3rd cycle, because these grants
are mainly granted to the students of this level, in particular
in the scientific and technological fields.
But take care, the procedure is very specific. Here are some advice
to help you: if you want to benefit from a grant of the French government,
do not directly write individually to the Foreign Ministry : your
request would be turned down. This type of grant even if you are
already living in France, should be necessarily asked to the embassy
or the Consulate of France in your country of origin. After receiving
the request form, send it him with your educational file. To increase
your chances, ask for the support of your university of origin.
Higher education grants : The ministry in charge of higher
education attributes two types of grants : on social criteria and
on university criteria. In both cases, the categories of foreign
students concerned by these grants are rather limited, most concerning
only the students of the European Union or the foreign students
whose parents have been living live in France for a certain number
of years. Quick review.
Grants on social criteria : The foreign students can benefit
from this type of grants under certain conditions :
if they come from a country of the European Union, provided that
their father, mother or legal guardian is himself from the EU or
provided that he has a job in France or provided that the student
has had a permanent job in France ;
if they do not come from the European Union, they must have lived
in France in the two years preceding the academic year, provided
that the family (father, mother and the other dependent children)
has been living in France for at least two years ;
if they are holders of the card of the Office of protection of the
refugees and the stateless persons (OFPRA). Supplementary condition
: be under 26 at the first request and be registered in a superior
establishment under the supervision of either the Ministry of Education,
or of another Ministry (Agriculture, Culture, Equipment, Health…),
authorized to receive grant holders.
The calculation of the amount of the grant is made on the basis
of the resources and the parental responsibilities (of the family
and\or the student) appreciated on a national, scale set every year
by the ministry. The amount varies according to five levels : in
2001/2002, the amount of the 1st level was 1 188 euros/year, that
of the 5th level 3262 euros/year.
The file, which allows if need be to apply simultaneously for a
flat in a hall of residence (DSE : student social File), is to be
withdrawn with the Crous and deposit before April 1st preceding
the start of the academic year. The request must be renewed each
year. To know more about it, consult the service of the grants in
your university or school or the Crous.
Grants on university criteria : These grants target the students
who can not or no more ask for grants aspire on social criteria.
To benefit from them, it is necessary to have a good university
report. But, even there, the conditions of nationality limit the
access for the foreign students. Files are to withdraw and deposited
completed in the registrar's office or in the service of grants
of the university, which will give you more information :
the grants of DEA or DESS : they are granted only once. The foreign
students who can benefit from it must have been living with their
family for two years at least. There are no conditions for students
from the European Union and the holders of the card OFPRA ;
the grants of " aggregation " (in 2001/2002 : 3655 euros for one
year) are from now on granted to the students of the European Union
and on certain conditions to the other foreign students.
Let us note finally the existence of allowances of scientific research
and techniques of the 3rd cycle, from the ministry in charge of
the higher education and the research. They are contracts reserved
for the French students and from the European Union, with possible
exceptions for the foreign students having followed all their higher
education in France.
Applications must be presented by the person responsible for 3rd
cycle. It is necessary to meet a certain number of conditions. The
contract lasts from one to three years with a possible continuation
from six to twelve months. The raw monthly amount is 1 130 euros.
