Housing assistance
The flat represents about 50 % of the budget of a student. So much
! Fortunately, there are two types of helps (not cumulables) paid
by Social Security Offices (CAF).
The Rent Allowance (ALS) : Since
September, 1993, every foreign student can benefit from this allowance.
It is the monthly service paid by the CAF (Social Security Office)
that can help you to pay your rent. The amount can accounts for
50 % of the rent. However, there is a ceiling of 165 euros/month
in Ile-de-France and about 145 euros/month in the provinces. These
data are current, in spite of the limitations which the Minister
of the Higher education and the Research wanted to establish in
1994
To obtain this help it is necessary you to meet the following conditions
:
a valid residence permit ;
live in a city of more than 100 000 inhabitants ;
the surface of your flat must not be lower than 9 square meter for
a single person and than 16 square meter for two persons (+ 7 m
for any supplementary person) and meet certain standards of comfort
: a heater, tap water, wc (at least on the landing) ;
you must prove your resources are low. If your parents do not live
in France, a statement on the honor will be required. To know the
address of the CAF, susceptible to take care of your file, ask the
social services department of your city hall or the Crous of your
city THE ALS is suspended for all the students on July 1st except
if they send a certificate to the Can to confirm that they keep
the flat.
Housing Benefit (APL) : Ask
your owner if its housing was subjected to an APL convention. If
this is the case, you can benefit from a decrease in your rent.
The amount is assessed according to your incomes. To constitute
your file, the Family Allowance Office (CAF) requires the following
documents :
a photocopy first side - reverse of the residence permit and the
original to show ;
a bank account number (RIB) ;
a photocopy of the student card ;
if you are in residence or hall, a certificate of established by
administrative departments ensuring the management of your flat
;
a receipt of rent supplied by the owner. If he shows reluctance
do not hesitate to explain him that by renting a flat to a student
he can benefit from tax cuts. He should be satisfied then
and you too ! ;
a lease of rent (original and certified copy) ;
a statement (declaration) of resources (original and certified copy).
To benefit from one of these allowances, you must fill a file, to
withdraw from the CAF the nearest to your flat or to complete it
directly by connecting you to the Internet site :
